City Council members, I am reaching out to ask you to support the Mayor’s proposed ordinance that would eliminate costly parking mandates and improve access to safe, secure, covered bike parking. Eliminating parking mandates is good policy because it allows development to focus on people instead of cars. Bellingham needs safe, comfortable, and equitable streets - whether folks walk, pedal a bike, push a stroller, or move by wheelchair. Currently, the city requires that local builders and homeowners construct and maintain an arbitrary and excessive amount of parking - regardless of whether anyone wants it, needs it, or uses it. This leads to an oversupply of parking, worse safety outcomes for pedestrians and bikers, worse equity and accessibility outcomes, and an ugly cityscape. We also need more bike parking that is conveniently-located, safe, secure, and protected from weather. By extending the current Urban Village bike parking requirements citywide, the interim ordinance will reduce one of the largest barriers to increased bike ridership and put Bellingham on a better path towards meeting our multimodal transportation and climate goals.
